[POWERPC] Merge libfdt upstream source
This incorporates a copy of dtc libfdt into the kernel source, in
arch/powerpc/boot/libfdt. This only imports the upstream sources
verbatim, later patches are needed to actually link it into the kernel
Makefiles.
