Enable JIT/MCJIT unit tests for targets with JIT support.
Change unittests/ExecutionEngine/Makefile to include Makefile.config before
TARGET_HAS_JIT flag is checked.
Fixes bug: http://llvm.org/bugs/show_bug.cgi?id=15669
