Replace TargetRegisterInfo::printReg with a PrintReg class that also works without a TRI instance.
Print virtual registers numbered from 0 instead of the arbitrary
FirstVirtualRegister. The first virtual register is printed as %vreg0.
TRI::NoRegister is printed as %noreg.
