[analyzer] Move the files in lib/StaticAnalyzer to lib/StaticAnalyzer/Core.
Eventually there will also be a lib/StaticAnalyzer/Frontend that will handle initialization and checker registration.
Yet another library to avoid cyclic dependencies between Core and Checkers.
