Type Type::isRealFloatingType() that vectors are not floating-point
types, updating callers of both isFloatingType() and
isRealFloatingType() accordingly. Caught at least one issue where we
allowed one to declare a vector of vectors (!), along with cleaning up
the standard-conversion logic for C++.
