Add ConvertConstantToIntType() to unify all constant handling
that depends on machine register size.
Moved insertCallerSavingCode() to PhyRegAlloc and
moved isRegVolatile and modifiedByCall to TargetRegInfo: they are all
machine independent. Remove several dead functions.
