Distinguish LOCAL_LDFLAGS and LOCAL_LCFLAGS from LOCAL_CFLAGS.
In particular, never put -lm in LOCAL_[L]CFLAGS because it
disables an implicit rule that has LOCAL_CFLAGS as a prerequisite.
