Initialize PPR register for both channels, and set correct PPR register bits.
Also remove unnecessary variable initializations.

RPM calculation from tachometer value does not depend on PPR.
Also, do not report negative RPM values.

This patch initializes register CONFIG3 to a reasonable default PWM frequency
