The versatile express changes for 3.16 introduced a number of
build regressions for randconfig kernels by not tracking dependencies
between the components right.
This patch tries to rectify that:
* the mach-vexpress code cannot link without the syscfg driver,
which in turn needs MFD_VEXPRESS_SYSREG
* various drivers call devm_regmap_init_vexpress_config(), which
has to be exported so it can be used by loadable modules
* the configuration bus uses OF DT helper functions that are not
available to platforms disable CONFIG_OF
* The sysreg driver exports GPIOs through gpiolib, which can
be disabled on some platforms.
* The clocksource code cannot be built on platforms that don't
use modern timekeeping but rely on gettimeoffset.

The originally used PNAME macro from the core samsung clock infrastructure
declares the created array as initdata, creating section mismatch warnings
in the dclk driver.
Thus declare them directly, removing these warning.

With the newly introduced CPU_METHOD_OF_DECLARE is not necessary anymore
to reference the relevant smp_ops in the board file, but instead it can
simply be set by the enable-method property of the cpu nodes.

Not all architectures implement a writel_relaxed() accessor. Hopefully
this will change eventually, but for now, this means lpddr2_nvm.c can't
compile on some architectures.
Let's add an ARM dependency for now, and leave a comment so maybe we can
change this in the future.

rtw_hal_dm_deinit() calls rtl8188e_deinit_dm_priv() using funtion pointer.
rtl8188e_deinit_dm_priv() has empty defination, so we can remove
rtw_hal_dm_deinit() and later rtl8188e_deinit_dm_priv() also will be
removed.

Originally, this header was defining two new typedefs, CMND_TYPE and
CMND_TYPE_SD, following this type of declaration:
typedef enum {
...
} CMND_TYPE;
A previous commit (785086556a573f07747b3633732a9dbd7e45728f) tried to
fix warnings that were pointed out by checkpatch.pl, concerning not
adding new typedefs. But this commit only removed the 'typedef' keyword,
thus transforming both the typedefs into two the definition of global
variables. For example:
enum {
...
} CMND_TYPE;
As noticed by the Sparse tool, this patch removes those erroneous global
variable definitions, and just leaves anonymous enum type definitions:
enum {
...
};

This patch remove variables that are initialized with a constant,
are never updated, and are only used as parameter of return.
Return the constant instead of using a variable.
Verified by compilation only.
The coccinelle script that find and fixes this issue is:

@@
type T;
constant C;
identifier ret;
@@

... when != ret
when strict
return
