sfc: Introduce and use MCDI_DECLARE_BUF macro
MCDI_DECLARE_BUF declares a variable as an MCDI buffer of the requested length, adding any necessary padding. Signed-off-by: Ben Hutchings <bhutchings@solarflare.com>
