x86/PCI: introduce pci_mmcfg_arch_map()/pci_mmcfg_arch_unmap()
Introduce pci_mmcfg_arch_map()/pci_mmcfg_arch_unmap(), which will be used
when supporting PCI root bridge hotplug.
