[AF_NETLINK]: Fix DoS in netlink_rcv_skb()

Sanity check nlmsg_len during netlink_rcv_skb. An nlmsg_len == 0 can
cause infinite loop in kernel, effectively DoSing machine. Noted by
Matin Murray.
