wait_for_completion_interruptible_timeout() returns -ERESTARTSYS if
interrupted so completion_rc needs to be signed.  The current code
probably returns -ETIMEDOUT if we hit this situation, but after this
patch is applied it will return -ERESTARTSYS.

Standardize the style for compiler based printf format verification.
Standardized the location of __printf too.

Done via script and a little typing.

These files are non modular, but need to export symbols using
the macros now living in export.h -- call out the include so
that things won't break when we remove the implicit presence
of module.h from everywhere.

With calls to modular infrastructure, these files really
needs the full module.h header.  Call it out so some of the
cleanups of implicit and unrequired includes elsewhere can be
cleaned up.

We returned a freed variable on some error paths when the intent was
to return a NULL.  Part of the reason this was missed was that the
code was confusing because it had too many gotos so I removed them
and simplified the flow a bit.

Protect 'cb' and 'cb_context' arguments in nci_data_exchange.
In fact, this implements a queue with max length of 1 data
exchange transactions in parallel.

When start_poll is called, and a target was implicitly activated,
we need to implicitly deactivate it.
On the other hand, when the target was activated by the user,
we should not deactivate it.
