syslog: use defined constants instead of raw numbers

syslog: distinguish between /proc/kmsg and syscalls

This allows the LSM to distinguish between syslog functions originating from /proc/kmsg access and direct syscalls. By default, the commoncaps will now no longer require CAP_SYS_ADMIN to read an opened /proc/kmsg file descriptor. For example the kernel syslog reader can now drop privileges after opening /proc/kmsg, instead of staying privileged with CAP_SYS_ADMIN. [PATCH] Make most file operations structs in fs/ const

This is a conversion to make the various file_operations structs in fs/ const. Initial git repository build. I'm not bothering with the full history, even though we have it. We can create a separate "historical" git archive of that later if we want to, and in the meantime it's about 3.2GB when imported into git - space that would just make the early git days unnecessarily complicated, when we don't have a lot of good infrastructure for it. Let it rip!
