block: add and use scsi_blk_cmd_ioctl

commit 577ebb374c78314ac4617242f509e2f5e7156649 upstream. Introduce a wrapper around scsi_cmd_ioctl that takes a block device. The function will then be enhanced to detect partition block devices and, in that case, subject the ioctls to whitelisting. ide/ata: Add module.h to the implicit modular users

MIPS: Alchemy: remove all CONFIG_SOC_AU1??? defines

Now that no driver any longer depends on the CONFIG_SOC_AU1??? symbols, it's time to get rid of them: Move some of the platform devices to the boards which can use them, Rename a few (unused) constants in the header, Replace them with MIPS_ALCHEMY in the various Kconfig files.
