xtensa: don't use alternate signal stack on threads

commit cba9a90053e3b7973eff4f1946f33032e98eeed5 upstream. According to create_thread(3): "The new thread does not inherit the creating thread's alternate signal stack". Since commit f9a3879a (Fix sigaltstack corruption among cloned threads), current->sas_ss_size is set to 0 for cloned processes sharing VM with their parent. Don't use the (nonexistent) alternate signal stack in this case. This has been broken since commit 29c4dfd9 ([XTENSA] Remove non-rt signal handling). signal: Define __ARCH_HAS_SA_RESTORER so we know whether to clear sa_restorer

flush_signal_handlers() needs to know whether sigaction::sa_restorer is defined, not whether SA_RESTORER is defined. Define the __ARCH_HAS_SA_RESTORER macro to indicate this. Awhile back I removed all the CONFIG_GENERIC_TIME referecnes as the last of the non-GENERIC_TIME arches were converted. However, due to the functionality being important and around for awhile, there apparently were some out of tree hardware enablement patches that used it and have since been merged. atomic: cleanup asm-generic atomic*.h inclusion

After changing all consumers of atomics to include , we ran into some compile time errors due to this dependency chain: linux/atomic.h -> asm/atomic.h -> asm-generic/atomic-long.h where atomic-long.h could use funcs defined later in linux/atomic.h without a prototype. This patches moves the code that includes asm-generic/atomic*.h to linux/atomic.h. Archs that need need to select CONFIG_GENERIC_ATOMIC64 from now on (some of them used to include it unconditionally). Compile tested on i386 and x86_64 with allnoconfig.
