Aside of the usual motivation for constification, this function has a history of being abused a hook for interrupt and other fixups so I turned this function const ages ago in the MIPS code but it should be done treewide. Due to function pointer passing in varous places a few other functions had to be constified as well. alpha: remove obsolete hw_interrupt_type

The defines and typedefs (hw_interrupt_type, no_irq_type, irq_desc_t) have been kept around for migration reasons. After more than two years it's time to remove them finally. This patch cleans up one of the remaining users. When all such patches hit mainline we can remove the defines and typedefs finally. Impact: cleanup Convert the last remaining users to struct irq_chip and remove the define. __FUNCTION__ is gcc-specific, use __func__ The change in pci-iommu,c should be safe as arena has not been assigned when we get to this point. Some were within #if 0 blocks, have changed them and left the blocks as they appear to be debugging infrastructure. A #define FN __FUNCTION__ was removed and occurances of FN were replaced with __func__ as well.
