bratao: W32: Optimize ..._select() implementation
Begin with a quick sequential check of sockets and pipes, and
bail out if something is selected already, or if timeout is zero,
avoiding overhead of setting up all the stuff necessary to sleep until
either a socket or a pipe wakes us up.
