Set PKG_CONFIG_LIBDIR and PKG_CONFIG_PATH
Such that:
1. Packages installed into system/ or system/local are found
by configure.
2. System packages are NOT found.
This can be a pain sometimes. Can be overriden by setting
EM_PKG_CONFIG_PATH to additional locations.
