Added SCEV::NoWrapFlags to manage unsigned, signed, and self wrap
properties.
Added the self-wrap flag for SCEV::AddRecExpr.
A slew of temporary FIXMEs indicate the intention of the no-self-wrap flag
without changing behavior in this revision.
