	Lots of tests are using an explicit target triple w/o first checking that the target is actually available. Add a REQUIRES clause to a bunch of them. 	- This is designed to make it obvious that %clang_cc1 is a "test variable" which is substituted. 2009-09-14	Fix subtle bug in generating LLVM function declarations for builtin functions.	Daniel Dunbar
	The decl wasn't being passed down, which meant that function attributes were not being set correctly. This is particularly important for ARM, since it wants to override the calling convention.
