Eliminate TemplateArg so that we only have a single kind of
representation for template arguments. Also simplifies the interface for ActOnClassTemplateSpecialization and eliminates some annoying allocations of TemplateArgs. My attempt at smart pointers for template arguments lists is relatively lame.
